Board Minutes – September 27, 2021

The Adams County Board of Supervisors met on Monday, September 27, 2021 at 9:00 am with the following members present: Bobbi Maynes, Leland Shipley, Doug Birt, Scott Akin, and Merlin Dixon. The meeting was called to order by Chairperson Maynes and the Pledge of Allegiance was recited. Akin moved, seconded by Dixon to approve today’s agenda along with the minutes from September 20, 2021.  All supervisors voted aye.  Motion carried.

Engineer Travis Malone discussed with the board that the motion made to purchase a forestry head during the September 20, 2021 meeting was no longer available. Therefore, Malone presented new quotes to purchase a forestry head. Shipley moved, seconded by Dixon to approve the purchase of the forestry head from Murphy’s Tractor and Equipment for $56,530.00. All supervisors voted aye.  Motion carried.

The Secondary Roads crew is going to start painting lines soon. Malone has been approached by Montgomery County regarding a possible detour of H54 through Nodaway next summer as they plan to replace a bridge on the east side of Villisca.

Birt moved, seconded by Akin to approve the Claims as follows:  All supervisors voted aye.  Motion carried.

Shipley moved, seconded by Akin to approve setting the public hearing for Oct 11, 2021 at 10:00 am for a budget amendment for FY 2021-2022. All supervisors voted aye.  Motion carried.

Don Beussink with Cott Systems made a presentation to the board of Cott Systems software for archival services of the Auditor Land and Lot records and the Supervisors minutes.

Shipley moved, seconded by Birt to approve the MOU between MATURA and Adams County for renting space in the courthouse for the WIC clinics in Adams County. All supervisors voted aye.  Motion carried.

The board discussed different options for enforcing the clearing of objects from the right of ways. The board tabled this to further discuss and gather additional information. They have upcoming meetings with other Counties and will continue to explore and seek ideas. The topic has been tabled to a later date.

Birt moved, seconded by Shipley to approve the quote from Heartland Business Systems for migrating email accounts to the domain and implementing Office365 in the government cloud for increased security and also approved the optional Endpoint Management and Intune deployment for remote management of email and Office installations. All supervisors voted aye.  Motion carried.

Department Head Reports:  Treasurer – 90% collected for the first half of taxes. Has filled the clerk position. Conservation – Should get internet today at the new office and are continuing to finish up the new shop and starting to move items over. The road projects are coming along and should be finished this week. Winter rates start Oct 1, 2021. The Park starts to winterize, pulling docks, buoys, and shutting down bathrooms around Oct 15th. Starting a Hunter Ed course tonight and there are 9 kids signed up. The cross-country meet was a huge success and will be hosting the District Cross-Country meet. Secondary Roads – Advertising for Inspector position and potentially hiring another seasonal employee.

Dixon moved, seconded by Birt to adjourn the meeting at 11:00 am.  All supervisors voted aye.  Motion carried.
