The Adams County Board of Supervisors met on Monday, September 20, 2021 at 9:00 am with the following members present: Bobbi Maynes, Leland Shipley, Doug Birt, and Merlin Dixon. Scott Akin was absent. The meeting was called to order by Chairperson Maynes and the Pledge of Allegiance was recited. Dixon moved, seconded by Shipley to amend the agenda to appoint a Board of Health member. All supervisors voted aye. Motion carried. Shipley moved, seconded by Dixon to approve today’s amended agenda along with the minutes from September 13, 2021. All supervisors voted aye. Motion carried.
Secondary Roads Maintenance Supervisor Karl McCarty presented the bids to purchase a forestry head. Birt moved, seconded by Shipley to approve the purchase of a forestry head from Ziegler Cat for $60,287. All supervisors voted aye. Motion carried.
Dixon moved, seconded by Birt to approve the approve Resolution 2021-22 to jointly undertake to provide reconstruction of the Prescott Second Street Bridge BRS-SWAP-6232(601)-SE-02.
RESOLUTION NO. 2021-22
Joint Agreement between the City of Prescott and Adams County
WHEREAS, Adams County and the City of Prescott, Iowa, agree that it is in the best interests of the community to jointly undertake to provide reconstruction of the Prescott 2nd Street Bridge BRS-SWAP-6232(601)—SE-02, and
WHEREAS, the parties have reached an agreement setting forth the rights and responsibilities of each entity.
NOW THEREFORE, BE IT RESOLVED that the proposed Agreement between Adams County and the City of Prescott, Iowa, which has been presented to and considered at this meeting, be hereby approved and authorized, and the Mayor is hereby authorized to execute said Agreement and the City Clerk is hereby authorized to attest to said Agreement, all on behalf of the City of Prescott, Iowa, subject to such changes in said Agreement as said officers executing the same shall deem necessary or appropriate and in the best interests of the City of Prescott, Iowa, and said officers are further authorized to do any and all such other acts and things and to execute any and all other instruments and documents as they deem appropriate to give effect to said Agreement for the intent and purposes of this resolution.
On the motion of Supervisor Dixon, seconded by Supervisor Birt, the foregoing resolution was duly passed and adopted by the Board of Supervisors of the County of Adams, State of Iowa, this 20th day of September 2021. Voting Aye: Maynes, Birt, Dixon and Shipley. Voting Nay: None. Absent: Akin. Motion carried. Whereupon the Chairman declared the resolution duly adopted and that the resolution and vote are done in accordance with Iowa Code this 20th day of September, 2021.
Birt moved, seconded by Dixon to approve the law enforcement vehicle bid from Stew Hansen for a 2021 Dodge Durango for $33,988 with a trade-in of a Charger for $16,000 for an out-of-pocket cost of $17,988. All supervisors voted aye. Motion carried.
Shipley moved, seconded by Birt to approve the Annual Urban Renewal Report FY 2020-2021. All supervisors voted aye. Motion carried.
Discussion was held on the proposed Budget Amendment for a public hearing being held on October 11, 2021 at 10:00 am.
The board discussed different options for enforcing the clearing of objects from the right of ways. The board tabled this to further discuss and gather more information.
Auditor Bissell shared the information she had gathered from the bonding attorney regarding bonding for the courthouse renovations.
Shipley moved, seconded by Dixon to appoint Lindsey Hogan to the Board of Health due to the resignation of Wayne Moore for the remainder of the term. All supervisors voted aye. Motion carried.
Department Head Reports: IT- Tom is researching switching the emails from the .com to a .gov and having a new company host the emails. Hoping to have a presentation put together by next week. Recorder – There is an Iowa land records conference for Deputy Recorders next week. Deer & Hunting licenses are coming in. Emergency Management – Ordered the Meeting Owl by Owl Labs for video conferencing and it should be in soon. Treasurer – starting to interview applicants for the open clerk position. Sheriff – Hired the last PT dispatcher so are fully staffed. Secondary Roads – Advertising for Inspector position and potentially hiring another seasonal employee.
Committee and Meeting reports were presented as follows: Maynes – Crossroads, Sept. 16th, Creston; Birt – DCAT/DHS/JCS, Sept. 17, Creston; Shipley – Main Street EV, Sept. 15th, Corning.
Dixon moved, seconded by Birt to adjourn the meeting at 10:40 am. All supervisors voted aye. Motion carried.
