Board Minutes – October 26, 2020
The Adams County Board of Supervisors met on Monday, October 26, 2020 at 9:00 am with the following members present: Leland Shipley, Bobbi Maynes, Scott Akin, and Merlin Dixon. Doug Birt was present via phone. The meeting was called to order by Chairperson Scott Akin. The Pledge of Allegiance was recited. Shipley moved, seconded by Maynes to approve today’s agenda. along with the minutes of the October 19th meeting. All supervisors voted aye. Motion carried.
Engineer Travis Malone updated the board on Secondary Roads projects. The County received approximately $374,000 of revenue last week for the EWP project on bridges Douglas 17 and Prescott 13. A request for an additional $312,000 of reimbursement will be submitted this week to EWP for construction on the aforementioned bridges. Last week Murphy Tractor provided a demo motor grader model 772GP to test drive in preparation of the County’s upcoming motor grader replacement.
Shipley moved, seconded by Dixon to approve Utility Permit #20-16 for Clausen Underground construction to bore under 140th West of Elm. All supervisors voted aye. Motion carried.
Shipley moved, seconded by Dixon to approve the claims as presented. All supervisors voted aye. Motion carried.

Crystal Drake of Taylor County Public Health gave an update on Public Health and the Covid Pandemic.
Kevin Frech with CHI has taken over the Ambulance Director position after Dave Fuller stepped down. He updated the board on the hurdles he sees and gave a plan for correcting them.
Billi Vavra, Prescott Fire Chief, discussed with the board the ambulance that is being traded in and the potential of having the Prescott Fire Dept borrowing the ambulance instead of purchasing it. Also discussed was changing the order of paging, but this needs to go through E911 and be agreeable by all parties.
Maynes moved, seconded by Dixon to approve Leland Shipley to the Adams Community Foundation Board. All supervisors voted aye. Motion carried.
Maynes moved, seconded by Shipley to appoint Dr. Sheran Fernando, MD as the Assistant Medical Examiner for Adams County. All supervisors voted aye. Motion carried.
Malone requested closed session per Iowa code Section 21.5(i) for hiring new employees. Shipley moved, seconded by Maynes to go in at 10:30 am. Roll call was taken Akin, Maynes, Dixon, Shipley, Malone, and McCarty. Dixon moved, seconded by Maynes to close the closed session at 10:41 am. No action was taken.
Oral reports were presented by the board members as follows: Shipley – Main St, Oct 20, Corning and Loss Control, Oct 21, Corning; Maynes – IA Wind Energy, Oct 13 via zoom, RC&D, Oct 20, Osceola, and Akin – 5th Judicial, Oct 21 via zoom, Southern Hills, Oct 23 via phone, and Adams Taylor Landfill, Oct 26, Corning; and Birt – Heartland, Oct 22 via zoom.
Maynes moved, seconded by Dixon to adjourn the meeting at 11:00 am. All supervisors voted aye. Motion carried.
