Board Minutes – May 11, 2020
The Adams County Board of Supervisors met on Monday, May 11, 2020 at 9:00 am in the Adams County Courtroom and via Zoom with the following members present: Leland Shipley, Scott Akin, Doug Birt, Merlin Dixon, and Bobbi Maynes. The meeting was called to order by Chairperson Scott Akin. The Pledge of Allegiance was recited. Shipley moved, seconded by Dixon to approve today’s agenda along with the minutes of the May 4th meeting. All supervisors voted aye. Motion carried.
Engineer Travis Malone gave an update on Secondary roads. The department is nearing completion of hauling local limestone road rock. Approximately 1,500 ton more of Rip Rap for the EWP project on Birch Avenue still needs to be hauled. The “East” EWP project has a preconstruction meeting scheduled for May 21st. Juniper Avenue grading will likely begin the last week of May or the first week of June. Malone also discussed a concrete cistern located fully in the right of way on Tulip Avenue. The cistern is a hazard to the traveling public and is addressed in section 318 of Iowa Code. An agreement between the land owner and Adams County is being drafted by the County Attorney for its removal. The board asked about blading of Mulberry Avenue last week, Malone reported that it was bladed last week prior his traversing it Wednesday on his way to check on bridge Mercer 7.
Birt moved, seconded by Shipley to approve Resolution 2020-26 to transfer $10,000 from the Local Option Sinking Fund to the Debt Service Fund and $82,153.75 from the Local Option Sinking Fund to the Local Option Fund. All supervisors voted aye. Motion carried.
Discussion was held regarding the abandoned railroad bed in Grant Township. After researching the properties none of the abandoned railroad bed was owned by Adams County.
Dixon moved, seconded by Birt to approve the revised Adams County Infectious Disease Action Plan. This allows employees to travel again, but asks them to self-monitor their health and report any symptoms to their supervisor. All supervisors voted aye. Motion carried.
Birt moved, seconded by Shipley to approve the claims as presented. All supervisors voted aye. Motion carried.
