Board Minutes – March 22, 2021

The Adams County Board of Supervisors met on Monday, March 22, 2021 at 9:00 am with the following members present: Bobbi Maynes, Leland Shipley, Doug Birt, Merlin Dixon, and Scott Akin. The meeting was called to order by Chairperson Maynes. Akin moved, seconded by Dixon to approve today’s agenda along with the minutes from March 15, 2021.  All supervisors voted aye.  Motion carried.

Engineer Travis Malone gave an update on Secondary Roads. Malone discussed extending the fuel contract with United Farmers Coop for another year. The terms of the contract weren’t changed. Birt moved, seconded by Shipley to approve the fuel contract extension with United Farmers Coop. All supervisors voted aye.  Motion carried.

Denco Highway Construction Corp. fixed a culvert over the weekend on Old Highway 34. There is a company coming to look into doing a liner and grouting repair project on some culverts that reside under paved roads.  This is a possible alternative to the traditional method of removing the pavement and excavation to remove and replace existing culverts. Hungry Canyons Alliance has approved funding of grade control on three culverts that are in need of replacement directly. One of the culverts needing to be replaced is a wooden box culvert that is failing on Hickory Ave in Section 5 of Washington Township.  Therefore, the County is closing Hickory Ave and will replace the culvert with a CMP having a drop inlet to accomplish grade control.  Rock placement maps were presented to the board. There will be 50,000 ton of limestone and 5,000 ton of dolomite applied to county roads this year.

Shipley moved, seconded by Birt to approve the renewal of Wellmark Health Insurance for the county. All supervisors voted aye.  Motion carried.

Dixon moved, seconded by Akin to not endorse Globe Life Family Heritage as a cafeteria plan provider for the county. All supervisors voted aye.  Motion carried.

            Jeanne Jackson discussed her concerns with wind turbines and the property rights of non-participating homes. She presented a list of requests for the board to consider.

The board continues to discuss hiring a full time IT Position to be shared with Taylor County. A 28E agreement was presented to the board. After discussion there was some additional clarifications that need to be part of the agreement.

At 10:30 am Bob Ormsby and Thad Long with SVPA Architects and IMEG Corp. for Mechanical Engineering presented their plan for renovation of the courthouse and shared previous similar projects. At 11:15 am, Mindy Aust and Anna Squier with MA Architecture and Jake Cunliffe with KCL Engineering presented their plan for renovation of the courthouse. At 12:10 am, Rick Seely and Aaron Twedt with OPN Architects and John Delaney with Morrissey Engineering Inc. presented their experience with similar renovation projects and their plans for renovations. 

Birt moved, seconded by Akin to approve the Claims as follows. All supervisors voted aye.  Motion carried.
