Board Minutes – June 13, 2022

The Adams County Board of Supervisors met on Monday, June 13, 2022 at 1:00 PM with the following members present: Bobbi Maynes, Leland Shipley, Merlin Dixon, Scott Akin, and Doug Birt. The meeting was called to order by Chairperson Birt and the Pledge of Allegiance was recited. Akin moved, seconded by Dixon to approve the agenda for the day along with the minutes of the June 6, 2022 meeting.  All supervisors voted aye.  Motion carried.

Karl McCarty, Secondary Roads Maintenance Supervisor, presented a semi lease agreement to the board. It will cost approximately $45,000 per year with all maintenance, tires, and truck expenses included. He provided to the board the costs to keep our current semi fleet operational. McCarty also spoke about a letter of support from the board for an RC&D grant for water way signage.

Saundra Leininger, of the Adams County Historic Preservation Commission, discussed the historical preservation summit that took place the beginning of June. Three commissioners were able to attend and learned a great deal from the presenters. Saundra invited board members to a public meeting on Wednesday June 22nd at the Corning Community Center at 7:00 pm where the commission will share the final report of the Rural Reconnaissance Survey of Adams County. The public is welcome to attend as well.

Shipley moved, seconded by Dixon to approve the claims as presented. All supervisors voted aye.  Motion carried.

The board acknowledged John Blazek and Janice Shepherd for their 44 years of service to the county. Blazek served as Union Township Trustee and Shepherd as the Grant Township Clerk. The board will send certificates to the individuals thanking them for their service.

Discussion was held on details for the Engineer contract. The board offered 4 weeks of vacation at the beginning of the contract and 3-month severance pay. Negotiations are still taking place to hire an engineer.

Shipley moved, seconded by Maynes to approve the Liquor License LA0000576 for Williamson American Legion Post #719. All supervisors voted aye.  Motion carried.

Maynes moved, seconded by Akin to approve Resolution 2022-26 Transferring $60,000 from General Basic to Conservation Reserve Fund.

Board reviewed Ordinances 18-21

The June 7, 2022 Primary Election was canvassed as follows:  No obvious clerical errors were identified during the canvass and there were no provisional ballots.  A total of 626 votes were cast om Adams County at the Primary Election on June 7, 2022.  Candidates nominated by the Republican Party were:  County Supervisor District 1 – Bobbi J. Baker-Maynes, County Supervisor District 2 – Tony Hardisty, County Supervisor District 3 – Scott Akin, County Supervisor District 4 – Leland Shipley, County Supervisor District 5 – Christopher Standley and County Reorder – Jamie Stargell.  There were no candidates nominated by the Republican Party for the offices of County Treasurer and County Attorney.  Candidates nominated by the Democratic Party were:  County Treasurer – Holly Schafer.  There were no candidates nominated by the Democratic Party for the offices of County Supervisor District 1, County Supervisor District 2, County Supervisor District 3, County Supervisor District 4, County Supervisor District 5, County Recorder and County Attorney.

OPN and DCI met with the board to discuss the next steps in the design process for the courthouse renovation. OPN will be meeting with the different departments within the courthouse to discuss how they need their office to function moving forward to give them a better idea on the design.

Department heads reports were presented. Treasurer – Holly Schafer shared there is $55,000 left for tax sale. That will be held Monday June 20th.

            Committee and Meeting reports were presented as follows:  Maynes – Crossroads, June 6, Creston; Dixon – Hungry Canyon, June 10, Portsmouth; Shipley – Adams Community Foundation, June 9, Corning, and Birt – SICOG, June 7, Creston, and Conservation, June 9, Corning.

            Akin moved, seconded by Maynes to adjourn at 4:10 pm.  All supervisors voted aye.  Motion carried.
