Board Minutes – June 1, 2020

The Adams County Board of Supervisors met on Monday, June 1, 2020 at 9:00 am in the Adams County Courtroom and via Zoom with the following members present: Leland Shipley (via phone), Scott Akin, Merlin Dixon, and Bobbi Maynes. Doug Birt was absent. The meeting was called to order by Chairperson Scott Akin. The Pledge of Allegiance was recited. Maynes moved, seconded by Dixon to approve today’s agenda along with the minutes of the May 26th meeting.  All supervisors voted aye.  Motion carried. 

Shipley moved, seconded by Dixon to approve the Resolution 2020-29 Authorizing Bids for Adams County Bank Stabilization project number NR206114XXXXC014 for Birch and Aspen. Bids will be due by 9:00 am on June 22, 2020. Opening of bids will be on June 22, 2020 at 9:30 am. All supervisors voted aye. Motion carried. 

Engineer Travis Malone discussed updates on the current bridge projects.

            Dixon moved, seconded Maynes to approve purchasing a 2002 International Semi from Jeff Crill for $35,000 in FY 2021.

            Dixon moved, seconded by Maynes to approve the insurance renewal for liability and equipment.  All supervisors voted aye. Motion carried. 

            Public Health Director Joan Gallagher gave an update on the current Covid situation. She said most of the questions they are handling currently are concerns of what people should do if they come in contact with someone who is a positive case. Gallagher is trying to get a Test Iowa Site in SW Iowa but it does not look favorable at the moment and that is extremely frustrating. Public Health is trying to get a site organized in Lenox next week that would be open for anyone but the details are still being ironed out.

            Conservation Director Travis Paul discussed the beach at Lake Icaria and gave an update on camping. There are currently signs posted with the swimming rules but they are looking at posting more signs that will also include that minors will need to be accompanied with an adult. Paul will work with County Attorney Andy Knuth to work on ordinance for these concerns. There has been a huge resurgence of campers coming which will help the budget for this fiscal year.

            EMA Director Bill Lyddon discussed with the board some surveys he’s been completing for the County’s use of PPE for when the Court system opens up and to also get a stock pile built up for a second wave or another pandemic.

            The board meeting is set for Monday June 8th, 2020 at 1:00 pm back in the board room.  The change in time is due to the canvass of the Primary Election.

            Oral reports on additional meetings attended by the Board were discussed as follows: Shipley – MATURA, May 26; Maynes – Courthouse Security, May 18, Crossroads, May 25; Akin – CHI Board, May 28; Dixon – SCI-911, May 27, Trolley, May 28.

Maynes moved, seconded by Dixon to adjourn the meeting at 10:30 am.
