Board Minutes – July 27, 2020
The Adams County Board of Supervisors met on Monday, July 27, 2020 at 9:00 am with the following members present: Leland Shipley, Scott Akin, Merlin Dixon, Doug Birt and Bobbi Maynes. The meeting was called to order by Chairperson Scott Akin. The Pledge of Allegiance was recited. Shipley moved, seconded by Birt to approve today’s agenda along with the minutes of the July 20th meeting. All supervisors voted aye. Motion carried.
Engineer Travis Malone gave an update on current projects. Govco Construction is scheduled to start the first week of August on Bridge Mercer 12 which is located on 265th Street. A preconstruction meeting was PCI (Petersen Contractors Inc.) on Thursday July 23rd and they plan to start September 1st on Prescott 13 located on 190th Street and move on to Bridge Douglas 17 located on Aspen Avenue between 205th and 200th Streets. Bridge Washington 12 on 130th Street has approximately ½ of the sheet piling installed and Bridge Jasper 1on 220th Street is done. A review of the annual bridge inspections was held last Wednesday and there were no new surprises. Frontier has filed a claim for damages for recent cut lines. Malone will work with the County Attorney to respond. The right-of-way procurement should be ready after today to get Prescott 5 project development certification ready and move forward to bid letting.
Sheriff Alan Johannes presented an IT contract between Ryan Ernst and the Adams County Sheriff Office for 24/7 IT services. Birt moved, seconded by Shipley to approve the contract with the exception of Section #3 – reasonable amount of time. All supervisors voted aye. Motion carried.
City of Corning Mayor Jan Leonard presented the actual expenses for the Spring Lake Maintenance with $4,018 being the county’s share for our half.
Birt moved, seconded by Shipley to set up a public hearing for three readings on August 10th, 17th, and 24th at 10:00 am the Floodplain Ordinance. Copies of the ordinance can be found in the Auditor’s office and on the Adams County website. All supervisors voted aye. Motion carried.
Birt moved, seconded by Dixon to change the employee handbook regarding the pay-out of sick leave to add that new employees hired after July 1, 2020 will not be paid out for any sick leave at retirement or death. All supervisors voted aye. Motion carried.
Birt moved, seconded by Maynes to purchase a 2020 F-150 truck for the Sheriff’s Department from Creston Automotive for $34,560 minus a trade-in of the 2017 Chevy for $19,000 for a total cost of $15,560. All supervisors voted aye. Motion carried.
Dixon moved, Maynes seconded to approve the claims as presented. All supervisors voted aye. Motion carried.
