Board Minutes – July 25, 2022
The Adams County Board of Supervisors met on Monday, July 25, 2022, at 9:00 AM with the following members present: Merlin Dixon, Bobbi Maynes, Leland Shipley, Scott Akin, and Doug Birt. The meeting was called to order by Chairperson Birt and the Pledge of Allegiance was recited. Shipley moved, seconded by Akin to amend the agenda to include paying claims. All supervisors voted aye. Motion carried. Akin moved, seconded by Maynes to approve the agenda as amended for the day along with the minutes of the July 18, 2022, meeting. All supervisors voted aye. Motion carried.
Karl McCarty, Secondary Roads Maintenance Supervisor, gave an update on the department. The Peterbilt has been fixed and is back up and running. One of the motor grader shops is on well water and the well is low so Secondary Roads will get a quote from SIRWA about hooking up to the rural water system.
Shipley moved, seconded by Maynes to approve Resolution 2022-30 to Participate in SS4A Grant Applications.
RESOLUTION FOR PARTICIPATION IN SS4A GRANT APPLICATION
Adams County Resolution No. 2022-30
WHEREAS, as part of the new Federal Transportation Bill, Infrastructure Investment and Jobs Act (IIJA), there is over $1 B of roadway safety funding available in the form of Safe Streets and Roads for All (SS4A) grants. To be an eligible applicant for this new safety funding, a county MUST have an eligible Action Plan in place; and
WHEREAS, the Iowa County Engineers Association (ICEA) plans to apply for a SS4A grant to develop and supply all 99 counties in Iowa with an eligible Action Plan at no cost to the counties. ICEA encourages all 99 counties to participate in this grant application; and
WHEREAS, the Adams County Board of Supervisors will commit to achieve significant declines in roadway fatalities and serious injuries in Adams County; and
WHEREAS, the Adams County Board of Supervisors recognizes the Action Plan and will assist the County Engineer’s department in achieving the goal of a dramatic decrease in roadway fatalities and serious injuries and zero roadway fatalities and serious injuries by the years 2030 and 2050, respectively; and
WHEREAS, the Adams County Board of Supervisors, after consulting with the Adams County Engineer, desires to participate in a joint SS4A grant to develop and receive an eligible Action Plan for Adams County.
THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF ADAMS COUNTY that this County does hereby request to be included in the statewide SS4A grant to develop Actions Plans for all 99 counties in Iowa.
Resolution adopted this 25th day of July 2022. All supervisors voted aye. Motion carried. Attested by Rebecca Bissell, Adams County Auditor. The original resolution is on file with the Auditor’s Office.
Shipley moved, seconded by Akin to approve Employment Contract for County Engineer between Adams County and Charles Bechtold. Mr. Bechtold’s starting date will be August 1, 2022. All supervisors voted aye. Motion carried.
Akin moved, seconded by Shipley to approve Liquor License BC0030297 for Lakeside Supplies, LLC. All supervisors voted aye. Motion carried.
Maynes moved, seconded by Akin to approve the website hosting proposal with Neapolitan Labs. All supervisors voted aye. Motion carried.
Auditor Bissell shared the recommendations provided by ICAP after their site visit to Secondary Roads and the Court House.
Shipley moved, seconded by Akin to approve the claims as presented. All supervisors voted aye. Motion carried.

Department Head Reports: Sheriff’s Department – Jail Inspection was completed last week with no major issues. Conservation – Everything is going well and there are some sites left on the weekends. There is a fish education program coming up. Treasurer – Everything going smoothly, Auditor submitted taxes to the Treasurer’s office and those statements should be going out in the next week. Auditor – Taxes are done on the Auditor’s side and have been submitted to the Treasurer’s office.
Committee and Meeting reports were presented as follows: Akin – ACEDC, July 19, Corning, Southern Hills, July 22, Corning; Maynes – Community Action Agency, July 20, Des Moines; Shipley – Main Street, July 18, Corning.
Akin moved, seconded by Dixon to adjourn the meeting at 11:00 am. All supervisors voted aye. Motion carried.
