Board Minutes – July 12, 2022

The Adams County Board of Supervisors met on Tuesday, July 12, 2022 at 9:00 AM with the following members present: Bobbi Maynes, Leland Shipley, Scott Akin, and Doug Birt. Merlin Dixon was absent. The meeting was called to order by Chairperson Birt and the Pledge of Allegiance was recited. Akin moved, seconded by Maynes to approve the agenda for the day along with the minutes of the July 5, 2022 meeting.  All supervisors voted aye.  Motion carried.

Karl McCarty, Secondary Roads Maintenance Supervisor, gave an update on the department. The leased semi has been delivered and put to work. The crews are working on hauling dolomite.

Shipley moved, seconded by Akin to approve Resolution 2022-28 Set Compensation for Fence.

Compensation for Fence

WHEREAS, it is sometimes necessary to remove fences to construct projects at locations where additional county road Right-Of-Way has been acquired;

AND WHEREAS, the landowners incur added expense for the replacement of this fence on the property outside of the newly acquired Right-Of-Way;

AND WHEREAS, Adams County will compensate the landowners from whom additional Right-Of-Way has been obtained at the rate of$ 38.00 per rod for fence of any type that is removed due to the purchase of said new Right-Of-Way. In addition, Adams County will compensate the landowners $ 50.00 per post for each additional corner post/brace post combination needed to construct the new fence because of the changes in the fence alignment due to the new construction as determined by the proposed plans.

Maynes moved, seconded by Shipley to approve Resolution 2022-29 Temporary Easement Purchase.

Temporary Easement Purchase

WHEREAS, it is sometimes necessary for Adams County to obtain additional temporary easement in order to construct improvements to the Secondary Road system;

AND WHEREAS, there is a need to establish a level of compensation for such newly acquired temporary easement;

BE IT RESOLVED, that Adams County hereby establishes the rate of One Hundred Dollars per each continuous easement parcel.

Shipley moved, seconded by Maynes to approve the Claims as presented. All supervisors voted aye.  Motion carried.

Akin moved, seconded by Shipley to approve the Treasurer’s Semi-Annual and Annual Reports as presented by Treasurer Holly Schafer.  All supervisors voted aye.  Motion carried.

Shipley moved, seconded by Maynes to approve signing the Henry M. Adkins Contract to purchase new Election Equipment for $27,533 along with the Maintenance and Software License Agreement. All supervisors voted aye.  Motion carried.

Discussion on signing a letter of engagement with Ahlers Cooney for a new Urban Renewal Plan was tabled until the next week.

Chairperson Doug Birt left the meeting at 9:35 am and Vice Chair Leland Shipley continued on with the meeting.

Discussion and review of Ordinances 32-36 was tabled until the following week.

Department Head Reports:  Sheriff’s Department – Hy-Vee will start doing the jail meals August 1. Sheriff Johannes is hearing from all the vehicle dealers that getting new inventory is difficult right now, so the two vehicles the department is looking to trade in this year might not happen. He also shared there has been good interest in the open Deputy position and has a part-time deputy who is interested in possibly helping this summer. Recorder – Jamie Stargell is getting a lot of questions regarding the UTV law changes. IT – Tom Williams is just busy patching security patches. EMA – Soil Samples were performed on the front lawn.  Auditor – Becky Bissell shared that year end and cash balancing are completed for last year’s accounting records. Now she is working on preparing tax statements.

            Committee and Meeting reports were presented as follows:  Maynes – RC&D, July 7, Creston, and Fair Display, July 7, Corning and Akin – CHI July 12, Corning, and Fair Display, July 7, Corning.

            Akin moved, seconded by Maynes to adjourn at 10:30 am.  All supervisors voted aye.  Motion carried.
