Board Minutes – January 25, 2021
The Adams County Board of Supervisors met on Monday, January 25, 2021 at 9:00 am with the following members present: Leland Shipley, Scott Akin, Doug Birt, Bobbi Maynes, and Merlin Dixon. The meeting was called to order by Chairperson Maynes. The Pledge of Allegiance was recited. Akin moved, seconded by Birt to approve today’s agenda and the minutes from January 19, 2021. All supervisors voted aye. Motion carried.
The board congratulated Recorder Jamie Stargell for being named the John McMahon Volunteer of the Year by the Adams Community Chamber of Commerce.
Birt moved, seconded by Akin to approve the amended the Road Maintenance Supervisor employment contract. All supervisors voted aye. Motion carried.
Birt moved, seconded by Dixon to approve the 28E Agreement with the City of Prescott for the Prescott 5 Bridge. All supervisors voted aye. Motion carried.
Nancy Carmichael with the Certified Local Government Commission asked the board for a letter of support to apply for a grant of $110,000 to restore the windows of the Widener Building in the City of Corning. Birt moved, seconded by Akin. All supervisors voted aye. Motion carried.
Birt moved, seconded by Akin to approve Resolution 2021-5.
THIS IS A RESOLUTION TO PARTICIPATE IN THE PLANNING AND DEVELOPMENT PROGRAMS OF THE SOUTHERN IOWA COUNCIL OF GOVERNMENTS.
Whereas the Economic Development Administration was assigned to administer the provisions of the Public Works and Economic Development Act of 1965; and
Whereas the Southern Iowa Council of Governments has been designated by the Economic Development Administration as an Economic Development District and
Whereas the State of Iowa and the U.S. Department of Housing and Urban Development has designated the Southern Iowa Council of Governments as the area wide planning organization, and
Whereas Adams County is an active member of the Southern Iowa Council of Governments and participates in formulation of area wide plans and programs,
Be It Therefore Resolved by the ADAMS COUNTY BOARD OF SUPERVISORS that
Adams County desires to participate in the fiscal year 2022 planning and economic development programs of the Southern Iowa Council of Governments in Iowa Planning Area XIV, consisting of Adair, Adams, Clarke, Decatur, Madison, Ringgold, Taylor, and Union Counties.
Be It Further Resolved by the ADAMS COUNTY BOARD OF SUPERVISORS that
Adams County provides $ 4,472.19 for the operation of the Southern Iowa Council of Governments’ planning and development programs.
The above resolution is adopted by the Board of Supervisors of Adams County, Iowa with all supervisors voting aye. Motion carried. The full resolution is located in the Auditor’s Office.
Akin moved, seconded by Birt to approve Resolution 2021-6 Salaried and Hourly Wage Increase for FY21/22.

Shipley moved, seconded by Dixon to set a Public Hearing for the Proposed Property Tax Levy for Tuesday, February 16 at 10:00 am. All supervisors voted aye. Motion carried.
Oral reports were presented by the board members as follows: Shipley – Loss Control, Corning, Jan. 20; Scott Akin – Southern Hills, Corning, Jan. 22, ACEDC, Corning, Jan 21, Emergency Management, Corning, Jan 20; Maynes Iowa Virtual Educational Forum – Power Up Iowa, Zoom, Jan. 20.
The next board meeting will be held Monday February 1, 2021 at 9:00 am. Dixon moved, seconded by Akin to adjourn the meeting at 11:10 am. All supervisors voted aye. Motion carried.
