Board Minutes – January 10, 2022

The Adams County Board of Supervisors met on Monday, January 10, 2022 at 9:00 am with the following members present: Bobbi Maynes, Leland Shipley, Merlin Dixon, Doug Birt and Scott Akin. The meeting was called to order by Chairperson Birt and the Pledge of Allegiance was recited. Dixon moved, seconded by Maynes to approve the agenda for the day and to approve the minutes of the January 3rd meeting.  All supervisors voted aye.  Motion carried. There were no public comments.

Shipley moved, seconded by Dixon to approve the Resolution 2022-3 approving plans for project FM-C002(79)- – 5502.

WHEREAS, on the 3rd day of January, 2022, plans and specifications were filed with Adams County, Iowa, for the construction of a hot mix asphalt overlay project according to plans entitled “ADAMS COUNTY PROJECT NO: FM-C002(79)–55-02 HMA RESURFACING WITH MILLING VARIOUS ROUTES” in Adams County, Iowa and such other work as may be incidental thereto, within Adams County, Iowa;


That said plans and specifications are hereby approved and adopted as the plans and specifications for said improvements.  All supervisors voted aye.  Motion carried.  PASSED AND APPROVED this 10th day of January, 2022.

Shipley moved, seconded by Akin to approve the Claims as presented.  All supervisors voted aye.  Motion carried.

Akin moved, seconded by Shipley to amend the 2022 holiday schedule to the following with no half-days:  January 17-Dr. Martin Luther King, Jr’s Birthday, February 21-President’s Day, May 30-  Memorial Day, July 4-Independence Day, September 5-Labor Day, November 11-Veterans’ Day, November 24 and November 25-Thanksgiving, December 23-Christmas Eve Observed, December 26 Christmas Day Observed, December 30- New Year’s Eve Observed and January 2, 2023-New Year’s Day Observed.  All supervisors voted aye.  Motion carried.

Shipley moved, seconded by Akin to approve the Treasurer’s Semi-Annual Report & Quarterly Investment Report. All supervisors voted aye.  Motion carried.

Akin moved, seconded by Shipley to approve the Recorder’s Quarterly Report. All supervisors voted aye.  Motion carried.

The board tabled appointing a member to the Zoning Board of Adjustments to speak with some potential members.

Maynes moved, seconded by Shipley to approve Carson Cline to the Loan Officers on the Condemnation Board. All supervisors voted aye.  Motion carried.

 The following departments presented their budgets requests: Secondary Roads, Sheriff, Treasurer, Recorder, Sanitarian, Southern Iowa Trolley.

Department Head Reports: Recorder – They’ll be starting a new book scanning project this week. Treasurer –New employee has their 90-day review and dealing with an issue with a property owner trying to get out of tax sale status.  IT – Working on phone issue and attachments issue.  Emergency Management – Discussed an idea for moving dispatch during the potential construction.  Conservation – Working on budget, doing some maintenance to the Assistant Park Ranger home while no one is currently residing in it and working on a dock reporting project with the DNR. Auditor – There is a vacancy with the Union Township Trustees so the board will need to be thinking of names to appoint, submitted the maps and paperwork for reprecincting to the SOS and LSA and haven’t heard back yet, sent the Trustees and Clerks their budget information, attended an ICAP Board Meeting last week, office participated in a Cyber Security training escape room, voting equipment was maintenanced last week, assisting other departments with budgets while working on the overall budget, had a zoom meeting with John Danos the bonding attorney and Brandon with DCI, was informed the Secondary Roads Union was ready to start negotiations.

           Committee and Meeting reports were presented as follows:  Shipley – Carbon City Council, Carbon, Jan 3, Maynes – IDPH, Zoom, Jan 5.

            Chairperson Birt adjourned the meeting at 11:45 AM.
