Board Minutes – December 21, 2020
The Adams County Board of Supervisors met on Monday, December 21, 2020 at 9:00 am with the following members present: Scott Akin, Leland Shipley, Doug Birt. Bobbi Maynes and Merlin Dixon were absent. The meeting was called to order by Chairperson Scott Akin. The Pledge of Allegiance was recited. Birt moved, seconded by Shipley to approve the minutes of the December 14th meeting and to approve today’s agenda with amending to add claims. All supervisors voted aye. Motion carried.
Shipley moved, seconded by Birt to approve the purchase of a forestry head from Nichols Equipment for $22,000. The two months of rental charges were applied towards the original purchase price of $29,000. All supervisors voted aye. Motion carried.
Four bids were submitted on the December 15th Iowa DOT letting for replacement for Adams County Bridge “Prescott 5”. The bids were as follows: AM Cohron & Son, Inc.- $774,104.11, Cunningham Reis LLC – 807,656.80, Murphy Heavy Contracting Corp. 833,221.35, Herberger Construction Co. LLC $854,164.45.
Birt moved, seconded by Shipley to approve Resolution 2020-41 making award of contract to A. M. Cohron & Son, Inc. of Atlantic, Iowa, for the Adams County Bridge and Approach Replacement project number BROS-SWAP-C002(78). All supervisors voted aye. Motion carried.
Discussion was held regarding Karl McCarty’s employment contract as Maintenance Supervisor. No action was taken.
Birt moved, seconded by Shipley to approve the Utility Permit #20-08 for Frontier Communications on 140th Street and language was added to the permit to include Secondary Roads representative monitoring the placement of the new line due to previous issues of Frontier not installing lines in the correct and approved location. All supervisors voted aye. Motion carried.
Budgets were presented as follows: Auditors Office and Representative Services (Elections).
Shipley moved, seconded by Birt to open the public hearing for the New Fashion Pork Confinement Structure at 10:00 am. All supervisors voted aye. Motion carried. There were no written or oral objections. Birt moved, seconded by Shipley to close the public hearing at 10:05 am. All supervisors voted aye. Motion carried.
The Master Matrix was reviewed and scored. Birt moved, seconded by Shipley to approve the New Fashion Pork Confinement application. All supervisors voted aye. Motion carried.
Shipley moved, seconded by Birt to approve the claims as follows. All supervisors voted aye. Motion carried.
