The Adams County Board of Supervisors met on Monday, December 14, 2020 at 9:00 am with the following members present: Scott Akin, Leland Shipley, Merlin Dixon, Doug Birt, and Bobbi Maynes. The meeting was called to order by Chairperson Scott Akin. The Pledge of Allegiance was recited. Dixon moved, seconded by Shipley to approve today’s agenda along with the minutes of the December 7th meeting. All supervisors voted aye. Motion carried.
The Oath of Office was performed by Auditor Bissell to swear Supervisor District 5 Bobbi Baker-Maynes into office.
Birt moved, seconded by Shipley to approve the purchase of a six-wheel drive John Deere Grader for $256,950.00 from Murphy Tractor and Equipment. All supervisors voted aye. Motion carried.
Discussion was held regarding Karl McCarty’s employment contract as Maintenance Supervisor. No Action was taken.
Malone updated the board on Secondary Roads projects around the county. The Secondary Roads crew is working cutting brush and clearing ditches. Maynes received a call in September from a constituent in Colony Township concerning tree limbs that needed to be trimmed. She had been contacted again as it hasn’t been done and wanted an update. Secondary Roads Maintenance Supervisor McCarty said that it is on the list but requires the bucket truck to trim the limbs at the trunk. They have had to prioritize projects and with the little rain this fall there were tubes that needed to be replaced while they could get to them. Malone also told the board the mulching attachment could be purchased at the end of the rental agreement and they would be credited for the full amount of the rental.
Maynes addressed a concern from a resident regarding noises of guns shooting in their area with Sheriff Johannes. Johannes is aware of the situation and said they’ve investigated the complaint.
Shipley moved, seconded by Birt to approve setting the public hearing for the New Fashion Pork Confinement Structure for December 21, 2020 at 10:00 am. All supervisors voted aye. Motion carried.
Shipley moved, seconded by Dixon to approve the Resolution 2020-40 28E Agreement for Iowa Precinct Atlas Consortium for the Auditor’s Office. All supervisors voted aye. Motion carried.
Saundra Leininger, Commissioner Chair for the Certified Local Governments, gave an update on the commission and presented their upcoming projects and budget.
Donna Hogan gave an annual update from ACEDC and explained the ongoing and upcoming projects.
Dixon moved, seconded by Maynes to approve a 5% pay increase for the Chief Deputy for administrative duties effective with the upcoming payroll cycle of December 19, 2020. All supervisors voted aye. Motion carried.
Bill Lyddon, EMA Director, explained the current situation with the generator of not firing up. He has received a quote from the company that does our regular maintenance.
Budget requests were presented as follows: 4H/Fair Board, ACEDC, Certified Local Governments, and Sheriff’s Office.
Oral reports were presented by the board members as follows: Akin – Emergency Management, Corning, December 9; Shipley – Main Street, Corning December 8, Main Street EV Committee, Corning, December 9, Adams Community Foundation, Corning, December 9; Maynes – RCD, Creston December 3; Birt – Conservation, Corning, December 10.
Dixon moved, seconded by Maynes to adjourn the meeting at 11:00 am. All supervisors voted aye. Motion carried.
