Board Minutes – August 8, 2022

The Adams County Board of Supervisors met on Monday, August 8, 2022, at 9:00 AM with the following members present: Bobbi Maynes, Leland Shipley, Scott Akin, and Doug Birt. Merlin Dixon was absent. The meeting was called to order by Chairperson Birt and the Pledge of Allegiance was recited.  Akin moved, seconded by Maynes to approve the agenda as amended for the day adding Utility Permit 22-06 along with the minutes of the August 1, 2022, meeting.  All supervisors voted aye.  Motion carried.

Shipley moved, seconded by Maynes to approve Resolution 2022-31 Authorizing Charles Bechtold to execute final plans and specification in connection with all Farm-to-Market and Federal or State aid construction.

BE IT RESOLVED by the Board of Supervisors of Adams County, Iowa, that Charles Bechtold, P.E., the County Engineer of Adams County, Iowa, be and is hereby designated, authorized, and empowered on behalf of the Board of Supervisors of said county to execute the certification of completion of work and final acceptance thereof in accordance with final plans and specifications in connection with all Farm-to-Market and Federal or State aid construction projects in this county.

Shipley moved, seconded by Maynes to approve Resolution 2022-32 Authorizing Personnel to Issue Permits.

Authorizing Personnel to Issue Permits

WHEREAS, the Board of Supervisors is empowered under authority of Sections 321.1 of the

Code of Iowa to issue permits for the movements of machines, vehicles, or loads, or combinations thereof which exceed the maximum dimensions and/or weights specified in Section 321.452 to 321.466 but within limitations of Chapter 321 E upon Secondary Roads under its jurisdiction, and,

WHEREAS, it is important that such permits be issued by persons familiar with the statutes and

regulations relating to such permits and also with limitations of the county’s roadways, road surfaces, and structures along t􀀝e selected or designated routes,

NOW, THEREFORE BE IT RESOLVED by the Adams County Board of Supervisors that the

Adams County Engineer, Charles I. Bechtold, P.E., and the following named employees of the Secondary Roads Department (Karl McCarty, Dale Kinser, and Karen Carl) be authorized to issue and sign special permits for movement of vehicles of excessive size and weight upon Adams County secondary roads in accordance of said Chapter 32l E.

            Shipley moved, seconded by Maynes to approve Resolution 2022-33 Designation of County Engineer to Authorize Utility, Telecommunications Permits.

Designation of County Engineer to Authorize Utility, Telecommunication Permits.

BE IT RESOLVED by the Adams County Board of Supervisors, that effective August 8, 2022, Charles I. Bechtold, P.E., Adams County Engineer, be and is hereby designated, authorized, and empowered on behalf of the Adams County Board to execute utility and telecommunication permits on the county Right-of-Way through calendar year 2022,

HOWEVER, if Engineer Bechtold is absent, Dale Kinser, the Assistant to the County Engineer, or Karl McCarty, the Maintenance Supervisor shall approve all utility and telecommunication permits.

Shipley moved, seconded by Maynes to approve Utility Permit #22-05 for SIRWA on Elm Street.  All supervisors voted aye.  Motion carried.

Maynes moved, seconded by Akin to approve Utility Permit #22-06 for Windstream Communications at Fourth St and 190th St.in Prescott.  All supervisors voted aye.  Motion carried.

Akin moved, seconded by Shipley to approve the Recorder’s Quarterly Report.  All supervisors voted aye.  Motion carried. 

Shipley moved, seconded by Maynes to appoint Travis Paul as chairperson of the REAP Committee.  All supervisors voted aye.  Motion carried.

Shipley moved, seconded by Maynes to appoint Cliff Mann as a commissioner to the Veterans Affair Board.  All supervisors voted aye.  Motion carried.  Kevin Provost, Veteran Affairs Director updated the board on the work in that department.  He has had 5 outreach opportunities and has more planned for this upcoming year.  The flag retirement box has been a success.  The office has received the $10,000 grant for the fiscal year.  Three veterans from Adams County were able to go on an Honor Flight.   

The appointment for a Civil Service Commissioner was tabled for two weeks.

Akin moved, seconded by Shipley to approve the claims.  All supervisors voted aye.  Motion carried.

Department Head Reports:  Conservation – Lakeside camping area has slowed significantly.  Timber Ridge is still fairly full.  Today is the last day for bids to be returned in for the archery project.  The seasonal help is finished for the season.  There is a fish program coming up.  Sheriff – The deadline for deputy applications has been extended.  Going to start vehicle bids again and jail school is starting.   IT – Website kick-off meeting is on Wednesday.   Secondary Roads – Working on safety training, looking into security cameras, pouring for trail and culvert on Hull.

            Committee and Meeting reports were presented as follows:  Maynes, Crossroads, Winterset, August 5; Birt, SICOG, Creston, August 2.

             Chairperson Birt adjourn the meeting at 10:30 am. All supervisors voted aye.  Motion carried.
