Board Minutes April 27, 2020
The Adams County Board of Supervisors met on Monday, April 27, 2020 at 9:00 am in the Adams County Courtroom and via Zoom with the following members present: Leland Shipley, Scott Akin, Doug Birt, Merlin Dixon, and Bobbi Maynes. The meeting was called to order by Chairperson Scott Akin. The Pledge of Allegiance was recited. Maynes moved, seconded by Shipley to approve today’s agenda and the minutes of the April 20 meeting. All supervisors voted aye. Motion carried.
Supervisor Doug Birt requested to amend the agenda to add discussion and possible execution of Contract with JNC for West Stream Bank Stabilization per the request of County Engineer Travis Malone and also to add discussion and possible action on opening the courthouse to the public. Maynes moved, seconded by Shipley to approve the day’s amended agenda. All supervisors voted aye. Motion carried.
Dixon moved, seconded by Shipley to approve executing the contract with JNC for the West Stream Bank Stabilization project. All supervisors voted aye. Motion carried.
Discussion was held on the letter of support for US Highway 34.
Birt moved, seconded by Shipley to approve the claims as presented. All supervisors voted aye. Motion carried.

Jayne Templeton of Miltner Insurance provided information to the board on the county’s health insurance plan.
Shipley moved, seconded by Maynes to approve the quote of $3,311 from Communications Solutions of S. Iowa for upgrading the ADA door to the courthouse. All supervisors voted aye. Motion carried.
Dixon moved, seconded by Shipley to approve the quote for $6,443.50 from Communications Solutions of S. Iowa to upgrade the Security System for the Law Enforcement Center. All supervisors voted aye. Motion carried.
Discussion was also held on opening the courthouse to the public and the ramifications of those actions. The department heads will be putting together a strategy to begin implementation of a plan going forward.
Dixon moved, seconded by Birt to approve adjourning the meeting. All supervisors voted aye. Motion carried.
Committee reports were given as following: Akin – ACEDC, April 20, 5th Judicial District, April 22, Southern Hills, April 24; Birt – DHS DCAT, April 17, Heartland, April 23.
