Board Minutes – April 18, 2022

The Adams County Board of Supervisors met on Monday, April 18, 2022 at 9:00 am with the following members present: Bobbi Maynes, Leland Shipley, Merlin Dixon, Scott Akin, and Doug Birt. The meeting was called to order by Chairperson Birt and the Pledge of Allegiance was recited. Akin moved, seconded by Shipley to approve the agenda for the day along with the minutes of the April 11, 2022 meeting.  All supervisors voted aye.  Motion carried.

Shipley moved, seconded by Akin to approve the Members Proxy and renewal of ICAP Insurance. All supervisors voted aye.  Motion carried.

Akin moved, seconded by Maynes to approve Resolution 2022-19 to destroy certain election records in the county Auditor’s Office.



WHEREAS, Section 50.19 of the Code of Iowa states the commissioner of elections may destroy material pertaining to elections that are not required to be kept as permanent records; and

WHEREAS, the County Auditor’s Office has identified records appropriately for destruction and has inventoried said records as follows:

  • Primary Election – June 2020

THEREFORE, BE IT RESOLVED by the Adams County Board of Supervisors that the County Auditor destroy said records in an appropriate and secure manner according to Section 50.19 of the Code of Iowa.  All supervisors voted aye.  Motion carried.             Auditor Bissell presented the recommendations from IMWCA site visits. The responses will be drafted and submitted.

            Travis Paul was recognized for his 20 years of service to Adams County Conservation Department.

            The board discussed Courthouse Renovations Project and is setting a separate meeting to discuss timelines of the project on Tuesday April 26, 2022 at 9:00 am.

Department Head Reports – Recorder – Jamie Stargell is still looking into texting options. Treasurer – Holly Schafer shared the county is at 98.7% taxes collected and is pleased with that. IT – Tom Williams working on updating the password policy. Sheriff – Alan Johannes shared the cadets are graduating from the academy this Thursday. EMA – Bill Lyddon stated they had a storm spotter training a couple weeks ago. Auditor – Becky Bissell shared that she and Nancy went to State Elections Administrators Training for Elections and Jen participated in an HR training last week. The office is continuing to work on preparing ballots and preparing for the upcoming June Primary.

            Committee and Meeting reports were presented as follows:  Shipley – Adams Community Foundation, Corning, April 13; Birt – SICOG, April 12, 14, Creston, Conservation, April 14.

            Akin moved, seconded by Dixon to adjourn at 10:30 am.  All supervisors voted aye.  Motion carried.
